I have not studied this issue, but I'm willing to bet there was some competition relating to this that was threatening a big company, and they pushed for this to kill the competitor. That's how it works here. For example, when Walmart wanted to come here, the existing grocery stores pushed the county council to create zoning laws that excluded large stores. Grandfathering themselves in, naturally.
Of course, they didn't say it was anti-Walmart laws. Instead they said, oh, big parking lots are bad for the environment. We shouldn't allow any more of those.

It's just that the EU has been wild about making new regulations on about everything, from vacuum cleaners to light bulbs *sigh*

Cat, that's how it is here with rules and regulations and getting worse all the time. Makes it very difficult for the little guy to get a foot in the door because they can't afford to comply. Do you suppose the EU is emulating the US?
I remember our trips to Europe and one of the things that impressed us so much was that there weren't all the silly rules that we have here.
How sad if that is the case.

A lot of regulations are about energy saving, so basically that is a good thing, but some things are really going to far. It makes you wonder if the European Parliament understands what they are doing. Doesn't that go for all politicians, though? :/
